the Student Government Association must be approved by the Faculty of the
University. President Donovan ruled that all Student Government Associa—
tion Committees appointed last fall still legally represent the Student
Government Association and will continue to do so until any amendments
providing otherwise are approved by the Faculty of the University.

President Donovan suggested to the Deans that an effort might be
made to obtain a census of their students, in order to learn the possible
enrollment of the summer quarter.

March 20 was set for the next meeting of the Faculty.

March 20, 1942

The University Faculty met in the President's Office Friday, March 20,
with President Donovan presiding. Those attending were Jesse E. Adams,
Paul P. Boyd, Alvin E. Evans, J. H. Graham, Henry H. Hill, L. J. Horlacher,
W. S. Taylor, and Edward Wiest.

The minutes of March 6 were read and approved.

The constitution of the University of Kentucky Student Union was
again presented to the FaCulty by Dean Hill. After an amendment eliminat~
ing Section 3 of Article 3, and Section 2 of Article 6. the constitution was
approved by the Faculty. In its amended form it is made a part of these
minutes.

CONSTITUTION
OF THE
KENTUCKY STUDENT UNION

ART I CLE I NAME

Section 1. The name of this organization shall be the KENTUCKY STUDENT
UNION of the University of Kentucky.

ARTICLE II OBJECT

Section 1. The object of the Kentucky Student Union of the University
of Kentucky. as is stated in this, the constitution of the
Union. is: To promote the interest of the University of

MEMBERSHIP

There shall be four (4) classes of members: student, faculty,
alumni. and honorary.

Student Members B Every student in actual residence at

the University of Kentucky shall become an active member

of the Union upon payment of the Union dues, for the period
which such dues cover.

Alumni and Honorary Members 0 Alumni and honorary members
shall have the privileges and the use of the Union.

MANAGEMENT

The management of the Kentucky Student Union shall be vested
in the hands of the Board of Directors and the Union Director,
who shall be subject to the control of the Comptroller of the
University.

Board of Directors = The Board of Directors shall form

the policy of the Kentucky Student Union and shall dew
termine the manner in which it shall be carried out. The
Board of Directors shall prepare and administer the bye
laws, house rules, and other orders the Board may deem
necessary. The conduct and activities of members, guests.
visitors, and organizations in the building shall be gov-
erned by the above mentioned rules. The Board of Direce
tors may expel or suspend members upon due notice and a
public hearing, deny the priveleges of the building, impose
fines. or other penalties it may consider necessary to
enforce its byslaws, house rules, and other orders. The
Board of Directors, by a majority vote, may make any recoma
mendations they consider necessary to the Union Director or
the Comptroller of the University. The Beard of Directors
may require such reports on the condition of the Union

from the Union Director from time to time as the Board
deems necessary. The Board of Directors shall exercise

all powers and duties in keeping with its authority not
herein especially asSigned.

Union Director 5 The Union Director shall have power of
control and management of the Kentucky Student Union
Building, subject to the control and approval of the Comp”
troller of the University. The Union Director shall be

a member of the Beard of Directors. The Union Director
shall perform all other duties and exercise all powers

in keeping with this office and herein especially assigned.

Union Service Committees e Various Union Service Committees
shall be set up from time to time by the BOard of Directors,
as is deemed necessary. The Chairman of each Service Committee

shall be a student member of the Board of Directors.

The duties of such committees shall be to aid the Union
Director and the Board of Directors in carrying out their
duties.

BOARD OF DIRECTORS

Membership a The Board of Directors shall be constituted

as follows: nine (9) student members consisting of six (6)
male students and three (3) female student members; four (4)
faculty members; and the Union Director. There shall be
four (4) senior men, two (2) senior women, two (2) junior
men, and one (1) junior woman. No student may serve on the
Board of Directors if, at time of entrance to the Board, he
does not possess a standing of one and five tenths (1.5) or
its equivalent.

Nomination and elections - The Board of Directors shall have
sole power to administer all nominations and elections conn
cerning Student Union Government. The Board of Directors
shall select twelve (12) men and six (6) women who have
served on Union Service Committees and who have most com»
pletely fulfilled the requirements for selection as set up
in the byalaws. Of this group six (6) men and three (3)
women shall be elected to the BOard of Directors, by members
of the Kentucky Student Union in a manner prescribed by the
Board of Directors. The Dean of Men and the Dean of Women
shall serve as exoofficio faculty members of the Board of
Directors» Two weeks prior to the election of student mem-
bers, the Board of Directors shall elect four (4) faculty
members, two of whom shall be appointed directors by the
President of the University.

Terms The newly elected Board of Directors shall take their
office the first regular meeting after their election and
shall continue in office for one school year. Members of
the Board of Directors who have served for the better part
of one year shall. after graduation. become honorary life
memberse

Voting Power a The voting power shall be vested exclusively
in the fourteen (14) active members of the Board of Directors.
An active director may vote by a written general proxy.

Officers a The officers of the Board of Directors shall be
as follows: President. ViceePresident, Secretary, and
Treasurer of the funds set aside for the use of the Board
of Directors. These officers shall be chosen from the stu-
dent members of the Board of Directors.

Meetings = The Board of Directors shall meet at least once
every month during the school year and at such special
meetings as the President of the Board of Directors may call,

Quorum - A quorum shall be oneehalf or six (6) of the twelve
active directors, omitting the president. The president is
an esoofficio member of all cemmittees and so may not be
counted in the quorum.

DUES

Student dues a The dues for student members shall be unian

form and shall not exceed six (6) dollars for the four
quarters combined, unless such an increase in amount of

dues is approved by the Board of Trustees of the University.
Such fees shall be prorated according to the rules and regulas
tions of the Board of Trustees, No regular student shall be
exempt from payment of this fee.

Refunds a No refund of Union dues will be made under any
condition to members of the Kentucky Student Union who have
been suspended or expelled from the Union.

ARBITRATION

The Comptroller of the University shall arbitrate all disputes
over joint duties and powers between the Board of Directors
and the Union Director. The Comptroller of the University
shall also arbitrate in any disputes concerning the constim
tutionelity of an act of either the Board of Directors or the
union Director. '

AMENDMENTS

Constitutional Amendments 9 Amendments to the Constitution
may be made by reading the proposed amendment to the Board
of Directors in meeting. At the following regular meeting
the proposed amendment must receive a tweathirds vote of
those voting. Before becoming effective an amendment must
be approved by the University Faculty.

New byelaws, house rules, and other orders may be passed or
amended by a majority vote of the Board of Directors, with
or without a previous reading.

Dean Hill presented to the members of the Faculty copies of letters

from Guy E. Snavely, Secretary of the AssociatiOn of American Colleges, and
from the Chief of the Bureau of Navigation of the Naval Department, relative
to the enlistment of college students in the Val program of the Navy.

President Donovan stated that Mr. M. E. Potter of the Physical Educar

tion Department, had recommended a compulsory physical eduCation program for
all students in the University. Attention was called to the program at

Louisiana State University and other institutions.

Mr. Stanley Penna. Vice President of the Student Government Associa-
tion and Mr. R. P. Adams. appeared before the Faculty of the University to
speak for the amendments to the Constitution of the Student Government Asso-
ciation and the legislation recently approved by that body. After an ex-
tended discussion, the representatives of the Student Government Association
were asked to prepare and submit to each member of the Faculty a clear state-
ment of the proposed changes and their effect, and the case for approval of
these changes. They were informed that their request would have a sympathetic
hearing after each member of the FaCulty was completely informed as to the
nature and purpose of the desired changes.

On recoumendation of the College of Arts and Sciences. William C.
Lobb was allowed one credit in Bacteriology 15Gb. This is a oneehour
seminar course and Professor Scherago had indicated that Mr. Lobb had come
pleted the course and taken the final examination. This credit enabled
Mr. Lobb to fulfill all requirements for the degree of Bachelor of Science.
Mr. Lobb had been called to military service as of March 24.

Also on recommendation of the College of Arts and Sciences, Mr.

Charles R. Burton was allowed half credit in each of the following courses:
Sociology 25, (3 credits); Commerce 10, (3 credits); Political Science 176.
(3 credits); History 105. (3 credits); and Commerce 130, (3 credits). This
total of 7.5 credits completed Mr. Burton's requirements for graduation» as
he lacked only 6.3 hours° Mre Burton has been called to immediate service
in the Army Air Corps. When he enrolled at the beginning of the semester,
he had anticipated this call and had scheduled sufficient courses that half
credit would complete his requirements.

Also on recommendation of the College of Arts and Sciences, the grade
uation of Mr. William T. Collins with the degree of Bachelor of Arts was
approved, when he has submitted sufficient credits from the Medical School
of the University of Michigan to complete the requirements of 127 hours.

This action constituted an exception to the rule of the University require
ing a minimum of one year of study in a medical school for the combined
artSGmedicine courses

Dr. Adams, as Acting Dean of the Graduate School. presented the fole
lowing list of persons who had been recommended by the Graduate Faculty to
receive the respective honorary degrees at the May commencement:

On motion duly made and seconded the list was approved.

On recommendation of the College of Agriculture and Home Economics,
the proposals of that college with respect to courses, credits, and course
numbers were approved. They are incorporated in the minutes by reference
to the files of the Registrar's Office. Also approved for this college
was the catalog material for the year 1942543, including all curricula in
Agriculture and Home Economics, and the titles, descriptions, credits, for
all courses in all departments of the college. This catalog material is I“

On recommendation of the College of Commerce, the graduation require
ments for the curriculum in Industrial Administration was changed from 213
quarter hours to 216 quarter hourso The adoption of this recommendation
rescinded the action of the previous meeting at which 213 quarter hours was
approved as the requirement in this curriculum.

The next meeting of the Faculty was scheduled for April 16.
