treasury surplus left over from last vcar. We
had hardly thought the proMsed ael would pass
without certain alterations being made, but we
did beliexe there were enough memlters favoring
the idea in general to insure (he installation o(
some sound plan for student help.
What happened, apparently,
as the fault
ol the rides committee, which failed to iron
out the flaws in the measure, thus assuring its
acceptability to a majority of those present.
The result was that the bill took on the
of being '"railroaded" legislation, the
aim of yvhich was rendered unclear.
The discussion, which should have lecn directed toward a careful appraisal of the bill's
merits and demerits since the rides committee
had neglected to do these things then degen
crated into irrelevant debate as to whether the
proposed act constituted "social legislation!"
or a "business transaction."
The obvious fact was that it constituted neither, but was an attempt, imjierfertlv conceived though it may have been, to make the
most of a circumstance which had not Ix'en
foreseen by those who planned the Student
Government association in the Icginning. It
was an opKrtunity to make some necessary alterations in a proposal whose essence constitutes
the soundest investment a student government
tan make: the aiding of a numlx--r of conscientious students who want desperately to continue
ihcir educations but have run up against some
unforeseen financial obstacles which threaten
to put an end to their college schooling.
