MINUTES OF THE UNIVERSITY FACUETY, SEPTEMBER 16, 1964
The University Faculty met in regular session in Memorial Hall at
9:00 p.m., Wednesday, September 16, 1964. Chairman Weaver presided.

The Faculty approved a request to permit Mr. Bill Grant of the
Kernel to sit in the meeting.

The minutes of May 14, 1964 were approved as circularized.

The list of candidates for July 31, 1964 degrees was distributed to
the Faculty for approval and recommendation to the Board ofTrustees. The
Faculty approved the list as presented by the Registrar. In addition the
Registrar presented a breakdown of the degrees.

Dean Matthews presented the following recommendation from the
College of Law faculty which was approved by the University Faculty:

The College of Law faculty requests the University Faculty
to authorize the admission of Mr. Larry S. Perkins, who has
been dropped twice from the University.

Since he was dropped the second time as an undergraduate
student at the University in l960~61, he has earned an A.B.
degree at Eastern Kentucky State College, has achieved better
than a 3.0 average on the last two years of his prelaw work,
has raised his cumulative average on all college work attempted
from 0.95 at the time he left the University to 2.05 presently,
and has scored well on the national Law School Admission Test
(472). For these reasons he meets fully admission require—
ments to the College of Law.

He entered the University in September 1958 and completed two
semesters. In the summer of 1959 he bacame ill with acute
allergic rhinitis but reenrolled for the fall term. In late
October he withdrew officially from the University, but 5
hours of E grades were entered on his record, apparently
because of the lateness of his withdrawal. He reentered
in the spring semester of 1959—60 and was dropped at the
end of that term with a standing of 1.05. He remained out
of the University for a semester, was readmitted for the
second semester, 1960-61, and was dropped the second time
in June 1961 for failure to achieve the necessary cumulative
average.

He came to the Law School for admission advice in the
summer of 1963 and upon an investigation of his situation
was advised to continue with his prelaw studies until he
had achieved a degree and had raiSed his cumulative grade
record to a point where the Admissions Committee and the
Law faculty could consider his case for admission. This
has now occurred, and the Committee and the Law faculty
have approved his admission except for the two—drop rule
of this Faculty.

Dr. Rudd, secretary of the University Faculty Council, presented
a recommendation that Baccalaureate and Commencement be moved from
May 16th and 17th to May 9th and 10th, the Sunday and Monday immediately
following the end of final examinations on Saturday, May 8th; that the
date all grades are due in the Registrar's Office be moved_from May 10th
12 4:00 p.m., May‘lBth; and that the University Faculty set aside its
rule governing circularization at least 10 days prior to a University
Faculty meeting in order that the recommendation might be acted on at
this meeting. The Faculty approved suspension of the lO~day rule and
approved the recommendation as presented.

 

Dr. Rudd presented the following statement to the Faculty:

The University Faculty Council wishes to call the attention
of the University Faculty to the system that is now being used
for the consideration of courses and the effects of the present
calendar and the 10—month basis of appointment on the system.
Course descriptions are circulated to the entire faculty by
the Colleges and the Graduate School. As soon as possible
after a 10 day period to allow any member of the faculty to
present comments to the curriculum committee, the committee
acts upon the courses, provided ‘that the necessary information
has been furnished to the committee. The University Faculty
Council receives the report from the curriculum committee,
acts upon it and circulates the action to the faculty. The
action of the Council is final unless it is reversed by motion
at the next University Faculty meeting following a loaday period
after circulation. By this system action on courses normally
becomes final in from 30 to 60 days after circularization to
the faculty, depending upon the time of the month of circulariza—
tion. Obviously programs frequently require more extensive

With the present calendar, the last regular Faculty meeting
of the academic year will probably be in April, with a special
meeting in May, after commencement, for the consideration of
candidates for degrees. This means that it will be possible
to give final consideration to courses that are to be offered
in the Fall semester only if they are circulated to the faculty
by March 15 with complete information being promptly available
to the curriculum committee.

As the system depends upon all members of the faculty having
an opportunity to comment on courses and programs before action
by the curriculum committee, no courses or programs should be
presented for approval between the end of the academic year
and September 1 since many members of the faculty will not be
present during this period.

President Oswald stated that the present thinking was that Baccalaureate

would become a Sunday evening vesper service, without faculty procession,
to be held on the west side of the basketball floor for the graduating

seniors and their parents; that Commencement would be held at 10:00 a.m.,'
Monday with full procession; but that he would welcome any suggestions or
objections from the Faculty. The Faculty applauded the President's plan.

The Faculty adjourned at 9:55 p.m.
