MINUTES OF THE SENATE MONDiY MARCH 8, 1920
The Senate met Monday, March 8, President McVey presiding.

The minutes of the meeting of February 9, also minutes of the Councfl
of February 13, 20, 25 and 27 were read and approved.

The report of the special committee to recommend modification of the
present management of athletics, after several amendments, Was adopted as
follows:

I

ORGANIZATION AND BYLATS OF ATHLETIC CO ‘CIL OF UNIVERSITY OF KENTUCKY
ARTICLE I
The general administration of athletics in the U versity of

-ni
Kentucky shall be vested in the Athletic Council. The members of
the Athletic Council shall consist of:

l. The President of the University

2. The Director of Athletics i
3. The Treasurer of the Athletic Association f
4. Three members of the teaching Staff of the University, ap-

pointed by the President.

5. Two members of the student body, named by the President
of the University, or selected by the student body in such manner as
the President may designate

6. Three alumni, former students of the University or business
or professional men, other than alumni, residing in the city of
Lexington or Fayette county, who have ShOWn themselves to be enthusi-
astic supporters of University of Kentucky athletics, to be appointed
by the President.

The terms of office of members of this Athletic Council shall
be:

1. Three members of the faculty, to be appointed by the Presi- i
dent, for one, two and three years, and thereafter, one to be appohmed '
by the President each year for a period of three years.

2. Two members of the student body, to be appointed by the Prefix
dent, each for a period of one year.

3. Three alumni, former students or business men, to be ap—
pointed by the President, for one, two and three years, and there-
after, to be appointed by the President for a term of three years.

The Athletic Council shall elect annually, in June, a chairman,
secretary and treasurer from the faculty members.

4. In case any members of council fail to perform the duties
imposed upon him by this constitution, he may be removed from his
office by vote of the Athletic Council.

ARTICLE II /
The duties of the Athletic Council shall be: i

1. To be responsible for the welfare and high character of

athletics in the University of Kentucky

. To formulate and direct the general athletic pobicy at
353d University, taking due counsel with all branch committees,
hereinafter provided for.

5. To take prompt action on all recommendations presented
by any branch committee, such as selection of coaches, arrangement
of schedules and other similar matters as have properly originated
with the branch committees. Such selection of cOaches shall be

ads as nominations to the director of athletics, who shall then
transmit them to the President for confirmation in the same manner
as other members of the teaching staff.

4. To promulgate regulations under which athletic letters
.ay be awarded in the following sports: football, baseball, men’s
basketball, girls’ basketball, track and tennis, which are hereinafter
termed major sports; and promptly after each major sport season is
completed, to announce formally the award of athletic letters in
that branch in accordance with regulations already promulgated.
The Athletic Council may call on the branch committee of any sport,
for such_information as it may deem necessary to decide any case in
question, or for recommendation for the award of a letter to any
candidate,not eligible under regulations, but who deserves such
letter for extraordinary reason.

5. To formulate and enforce rules and regulations governing
all students’ athletic activities except those provided for by
faculty requirements.

6. To pass on all questions of the eligibility of any student
to represent the University in any major sport contest with another
university, college or other institution, the eligibility rules of
the S. I. A. A. to be the sole rules governing eligibility at the
University. Student members of the Athletic Council shall not be
eligible to vote with the council 0n questions involving the eligi-
bility of any man to represent the University in contest with another
institution.

7. To assist the Athletic D irector, his assistants, or any
branch committee in every Way possible, in efforts to carry out
any definite approved plan for bettering athletic conditions at
the University of Kentucky.

8. To support such high school athletic tournaments as may
be recommended by the Athletic Director and approved by the Athletic

Council.

9. To take such steps as Will attradt to the University on as
many occasions as possible, alumni of the University, who should be

10. To cooperate with the building program of the University
with a view to procuring at the earliest P0551131e time such permanent
improvements-in athletic equipment as are essential to athletic suc-
cess, such as a concrete stadium, a cinder track, a better EQUIPPed
gymnasium, a ”K" house, where members of active athletic teams may

be quartered, and to provide regulations

ll. The Athletic Council shall make a semi-annual report to tm
University Senate and shall publish it promptly. In addition it
shall make a complete statement of the financial condition of the
Athletic Association for the twelve months, beginning July 1 and '
ending June 30. This financial report shall be audited by the
Business Agent.

12. To establish and provide for the maintenance of an Athletm
Trophy Room in which shall be kept pictures and records of all ath-
letic teams and such other trophies as may be accumulated from time
to time in connection with the athletic history of the University.

13. Such other duties as otherwise provided for by these regu—
lations, as the spirit of these regulations may indicate, or the
President designate.

athletic matters shall inhere in the Athletic Council, the Pres- ”
ident of the University of Kentucky shall have power to veto any
action the Athletic Council may take which he deems inconsistent
With either the policies or standards of the University.

The Director of Athletics, already provided for as a member
of the University faculty, shall be the active head of athletics
in the University, and hothing in these regulations shall conflict
with the duties of the Athletic Director as remiired by other
properly constituted University authority.

lRTICLE V

The duties of the Athletic Director, within the contemplation

of these regulations, are:

1. To act as chairman of all branch committees, football ex- ’
cepted, which committees shall be directly responsible to the
Athletic Council, for all details in connection with its particular
major sport. He shall be a member of the football committee, but
not chairman thereof. As chairman of each branch committee he
shall be responsible for the functioning of that committee in
harmony with the duties of said branch committee hereinafter set
forth.

ARTICLE VI

The detailed management of each sport shall be delegated to
a branch committee for that sport. The personnel of these branch
committees shall be as follows ;

l. TOOTBALL - A resident coach — hereinafter provided for,
chairman; Athletic Director, the new captain, as soon as N
he may be elected for each succeeding team, and two other
members to be selected by the three herein provided for.

ARTICLE VII
The duties of these branch committees shall be as follows:

I. To find and recommend to the A thletic Council, such field

and other coaches as, in its opinion, ma; be necessary, the status

of all such coaches_ o be that of assistant to the Athletic Director
The football field coach shall be responsible directly to the resi-
dent coach.

2. To direct the general coaching policy, the chairman at all times
and in all events to be spokesman and executive head.

9 To see to it that the coaching and handling of the team is such

as shall build for the future as well as for the present.

‘4. To keep in touCh with members of teams then in practiCe;, to the

end that they observe the proper training hours and rules.

5. To encourage athletes to keep up their class work so as to avoid
disqualifications.

6. To seek to build up and maintain high morals and clean spirit
among coaches and players.

7. To provide for an annual athletic meet among the high schools
of the state.

ARTICLE VIII

The Athletic Council shall employ a resident coach; bUt only

The following recommendation was referred to the University
Senate by the Council:

”We, the members of the council of the Student Government
Association hereby petition the University Council for permission
to organize a Woman’s eague in the University of Kentucky. The
object of such an organization would be to promote the general
welfare and further interests of all the women of the University.
We fell the need of an organization of this sort, which will unify
the body of women students by including in its work those students
who live outside the dormitories as well as those in the dormitor-
ies. "

This recommendation Was approved.

The question of nominating Raymond Rodgers to be placed in the
National City Bank’s next training class was referred to President McVey
and Professors Tuthill, Wiest, and Melcher, with power to consider this
and any other applications and make recommendations.

A resolutiOn was approved, authorizing the appointment of a commitwe
to select the 100 names of the greatest men inthe world and offer a prim
to the students wh would select twenty—five of the leading men of the
world. The committee has power to divide them into groups in any Way uni
seems best. The committee appointed consists of Messrs. Glanville Terreny
Tigert and Miller.

The Senate voted that the passage of the new rules governing athlehcs
which include girls’ basketball and control of the Council should not

militate against the formaing of a separate organization for women.

It was also voted that the Athletic Committee make an annual report
to the Senate.

There being no further business the Senate adjourned.
