MINUTES OF THE UNIVERSITY FACULTY
October 10, 1941

The University Faculty met in the President's Office on Friday, Octo-
ber 10. at 4 p.m., President DonOVan presiding. Members in attendance were
Jesse E. Adams, Paul P. Boyd, Thomas P. Cooper, A. E. Evans, W. D. Funkhouser,
James H. Graham, Henry H. Hill, Frank D. Peterson, W. S. Taylor, and Edward
Wiest.

Dean Henry H. Hill served as temporary Secretary in the absence of Mr.
Chamberlain. The minutes of September 24, 1941. were read. After the read-
ing of the minutes, the authorization of the trips for the University Band was
changed to read as follows: ". . . with the understanding that the University
is not itself in any Way financially obligated. ." There Was some comment
and discussion in regard to the duties of committees and the agency to which
various committees reported but, except for the above change, the minutes were
approved as read.

The details governing University credit for Civil Pilot Training were
discussed but final action was deferred until the next meeting.

Dean Wiest withdrew his previous objection to having the University
Faculty meet on Mondays, but it deveIOped in the discussion which followed
that several members of the Faculty preferred Friday. Therefore. no further
action was taken.

The Faculty voted unanimously to request the President to recommend to
the Board of Trustees that the action of the Senate last year in abandoning
midyear commencement be confirmed and that no midyear commencement be held.

President Donovan asked Dean Boyd to report on the progress by the
Rules COmmittee and suggested that the work of revision by this committee
should probably be completed by the end of the first semester. Dean Boyd
stated that it would take considerable time to complete the task, but that as
rapidly as the rules and regulations covering some particular major subject
were completed, they would be reported to the University Faculty for discus-
sion and passage.

With reference to the petition of John Lewis. presented at the meeting
of September 24 and referred to the Dean of the University and the Registrar
for recommendation, the Faculty approved the following proposal:

"That Mr. John Lewis shall be considered to have completed
the requirements for the degree of B.S. in Music when he has com-
pleted in residence an additional 24 hours of credit above the
amount now appearing on his record."

Dean Cooper asked the present status of travel expense. The President
and the Comptroller discussed this matter informally, the gist of their com-
ments being that nothing would be settled until the Court of Appeals acted.
President DonOVan stated that persons who travel out of the state should make
formal requests, and while on trips get the necessary receipts so that later
on, if the Court Appeals makes its decision retroactive in favor of out-of-
state traVel, faculty members might possible be reimbursed for out-of-state
trips.

pp There was some informal discussion of the salary suit now pending.
I ‘ President Donovan stated that this matter would be discussed at the meet~ %
ing of the Executive Committee on the morning of October 11. 1

President Donovan suggested that the deans study carefully the matter
of a better use of the plant through more afternoon classes, and proposed
that in looking toward the future "it would be a good thing to have more
‘ afternoon classes." Dean Taylor commented that possibly more classes should
it be offered in the afternoon and evening and President Donovan called attene
tion to the possibility of scheduling more such classes, especially for
faculty members of neareby colleges.

President Donovan also suggested that a greater effort be made to
seCure the enrolment of some of the six thousand teachers whose school terms
expire in January and early February, and that some additional effort might
well be expended in securing a greater enrolment of midterm graduating
classes of high schools in the large cities. The President prefaced his
remarks by calling attention to the fact that the University of Kentucky M
enrolment always drops during the second semester, whereas in many eases
the enrolment of the teachers colleges increases during this period.

h The President asked for the cooperation of the deans and all others
w 5 ‘ concerned in carrying out the provisions of the new procedure for approval
1 of trips of staff members by the deans before the trip is made. Dr. Adams
l H ‘ raised the question as to whether this implied formal permission by the
5&1“ H dean before a faculty member could schedule a speaking engagement. It was
‘ indicated by the President that all that was wanted was for each faculty
member to follow reasonably the regulation inaugurated by the comptroller.
