MINUTES OF THE UNIVERSITY FACULTY MAY 30, 1945

The University Faculty met in special session in the Assembly Room of
Lafferty Hall Wednesday, May 30, at 1:30 p. m. President Donovan presided.

The minutes of May 14 were read and approved.

 

Names of candidates for degrees to be awarded June 1 were presented to
the Faculty and recommended to the Board of Trustees. The list of candidates

Professor Rannells announced to the Faculty two art exhibits: one,
First Year Work in Drawings and Design, in the Art Gallery, Department of Art:
and the other, Paintings by Upper Division Students, in the Music Room of the
Student Union Building, both exhibits to be continued through the month of Juneo

The Student Government Association presented the following request for an
amendment to their constitution:

Following the suggestion of the University of Kentucky Rules Committee,
the Legislature of the Student Government Association has changed the
suggested amendment to the Constitution of the Student Government
Association. This change, having been ratified by two thirds of the
Assembly and an overwhelming majority of the students voting thereon. fl
we hereby submit this matter to the University Faculty for approval: 7

Let the Constitution of the Student Government Association, Article V,
Section 2, which states:

There shall be a Judiciary Committee to be compased of four student
Members chosen by, but not from, the Assembly, and three faculty mem—
bers chosen each year by the President of the University. The Judiciary
m Committee shall name as Chairman one of the four student members. The
l Judiciary Committee shall interpret the Constitution of the Student
Government Association and the acts of the Assably, etc. be amended
; to read thus:

‘ There shall be a Judiciary Committee to be composed 03 six
members. Five members are to be students, two chesen from
the Assembly, including the Chairman, and three members to be
chosen by the Assembly from the student body at large. The
Sixth member of the Committee shall be the Faculty Advisor
of the Student Government Association. The Judiciary Cowmittee
shall interpret the Constitution and the acts of the Assembly, etc.

The Faculty voted approval of this amendment.

_ Dean Wiest presented a recommendation from the Faculty of the College of
hg‘ V Commerce for authority to offer two new courses, as follows:

Com. 157. Government Finance Administration. (4) Government budget,
accounting, debt, purchasing, treasury, revenue, and auditing administra-
tion is examined; and illustratiOns are drawn from federal, state, and

local experience. Each student makes a special report on finance-management
study or experience. Not Open, without instructor°s permission, to under-
graduates other than commerce, economics, and political science seniors.

Com. 158. Administrative Research Problems (4) The place of a research
program in an administrative agency, the coordination between research

work and the agency's functional activities, the types of research and the
place of each type in the program, the sources of data within and without
the agency, tabulation and charting procedures, the simpler processes of
analysis of statistical and other information but with a minimum of practice
in statistical thchniques. Not open, without instructor's permission, to
undergraduates other than commerce, economics, and political science seniors.

Authorization of these two courses is reguested at this time in
order that we may perform our part in the Southern Regional Training
Program in Public Administration carried on jointly by the Universities
of Alabama, Tennessee, and Kentucky, and the Tennessee Valley Authority.

These courses were approved by the Faculty. In connection with the matter of
presenting new courses to the Faculty for approval, Professor Steele suggested
that the names of the persons to offer the courses be included in the recommenda»
tions from the college. Dean Wiest stated that the courses just approved were

to be offered by Professors Martin and Palmer respectively.

. President DonOVan announced the various activities in connection with
Commencement, and urged attendance by members of the faculty d staff.
