 OFFICE OF

L. C. HUGHES

DAILY STAR EILDG.
TUCSON. ARIZ.

Tucson, Arizona, Feb, 16, 1909.

M18. Frances Munds,
Prescott, Arizona.
My dear Mrs. Munds:

On receipt of your last, I set about to secure the infor-
mation desired. Col. wm: Herring lives in Tucson, and he is with
us. I think he can controlmthe vote of Mbore and Dean from this
county and he might likewise have a good effect upon Hogwood. Be
sure to write him and have others do so as he appreciates being con-
sulted.

It appears that the billamending the election for fixing
an educational qualification will go through, and as soon as it be-
comes a law, I think it would be well to have it amended inserting
the words "without regard to sex", but by no means should there be
any attempt made to introduce them in the present bill. We want
the educational qualifications to go through, because this will elimr
inate the strong element which opposes both suffrage and temperance.

It also appears at this writing, that the Pace Majority
Local Option Bill will pass. This is also important, as we will
have little difficulty, in my judgment, in making both phoenix and
Tucson dry; so if we can get the "educational qualifications" and the
Pace Bill,on the statute books, we willhave made great strides to-
wards suffrage and prohibition.

I talked with Mrs. Akers over the 'phone. She says she
has written to Miss Clay relative to the suffrage movement. She is
neither aggressive nor active in the work, but believes in its prin-
ciples.

By all means do not show your hand on the suffrage question
until we get these other bills out of the way. Let me know as soon
as you can, all the members who favor the bill in both houses, and
those who oppose it, and the non-committal; then I think I can be of
considerable service to you on that line. I think I can at least
neutralize mr. Finley's opposition, and might possibly get him with
us. Keep us informed of progress, and anything we can do to assist,
command me.

Yours very truly,

 OFFICE OF

L. C. HUGHES

DAILY STAR BLDG.
TUCSON. ARIZ.

Tucson,.Arizona, Feb, 19, 1909.

Mrs Frances Munds,

Prescott, Ariz.

My dear Mrs. Munds:

I just received yours of the 17th, and I will learn in regard to
Mr. Finley as soon as I can. I think we will be able to at least neu-
tralize his influence,

I do hope you will not introduce the suffrage bill until after
the educational qualification bill has been signed by the Governor, l
likewise the Pace bill. With these two bills on our statute books
the fight for suffrage is half won, then we will all join gun in the
work of getting an amendment to the educational qualification bill by
inserting a line or two, then if the suffrage amendment fails to pass,
we have the educational bill on the statute books just the same. You
can appreciate the advantage this will give the suffrage workers. See
how monstrous and unjust the proposition would be to make the education»
al qualification bill- which is alright - for men only and compel
Arizona womanhood to remain politically on the same plane with the ig-
norant class of the territory.

send me a list at your earliest convenience of those for and

against suffrage, as requested in my last letter.

Most sincerely yours,

KM

Copy of a portion of a letter received from Mrs. Ellen M. Belles.

Lumberton, New Mexico,

Feb.l,1909.

My dear Miss Eddy:—

~9 ‘- I am keeping house in Lumberton but am alone at pre-
sent as my son has gone to Cimarron, 300 miles by rail,fr0m here.
I shall probably move there in the spring.

I have been corresponding with Rev. Anna Shaw recent-
ly in regard to my being sent by the N.A.W.S.A. to Santa F6 to work
for a woman suffrage bill in the legislature this winter.-v-The
matter was under consideration in the business committee for a
good while but it was finally decided that they could not afford
to spend the money here at the time. ..

I am sorry about_this decision for I believe now is
the time to work in this legislature before statehood is given the
territory. I am willing to do the work if others can pay the bills
I couldn't do that. If I had $200. or even $150. .I would go to
Santa Fe and spend two months there and work for a woman suffrage
bill this winter. The legislature has been in session two weeks.

I ought to be there as soon as possible now,by the middle of February

at least. I have found so much woman suffrage sentiment here,

among Mexicans as well as our own people, that I feel there would be

a good show to secure a woman suffrage bill if it were pushed at
this time.

Under the circumstances I have decided to appeal to some
of the woman suffragists of means to contribute money to help this

work. You have always been so generous and had the cause so such at

heart that I thought best to lay the matter before you hoping you
may feel inclined to help bring in a new woman suffrage state to
the Union.

I would suggest that it might be best to send any contribu-
tion you may care to make to Miss Shaw, though if you preferred to

send direct to me I should gihe an account of it to her immediately.

In case there is not a sufficent amount contributed I would return

whatever I received to the donors.
My health which was very poor when I came here,is much
better, though I am not any too strong yet.

Hoping this may find you at home and in good health, I am

Yours sincerely,

(signed) Ellen M. Bolles.
